Abstract

Jampersal programme is a government health assurance programme which aims to increase public access to health care pregnancy and childbirth through medical personnel and adequate health facilities. Jampersal programme was conducted by the government in 2011, so that need to do a research to find out the program's ability to be implemented to the public. Researcher confine this research to focus on problems of Jampersal program execution and factors that affecting the implementation of Jampersal programme in Ngrayun clinic and the networks. Type of this research is a descriptive qualitative methods. Data collection was carried out through in-depth interviews, observation and documentation. The subject of this research consists of the staff implementing programme and community as the Jampersal target group. Data analysis done by grouping and combining the data then set the relatedness of the data. Validity data tested through triangulation data sources. Result of the research shows that in general the implementation of Jampersal programme in Ngrayun clinics been implemented based on a guideline and instructions that are determined. However, there are still factors that constraint jampersal implementation, for example is the process of socializing done by the Jampersal implementor to the community staff is still insufficient and thorough less. Beside that, the funding system also constraints Jampersal implementation because of no costs will be paid by the government for the additional drugs, so it paid by the Jampersal participants themself. While supporting factors of the Jampersal programme implementation are the existence of a clear coordination among the implementing organization structure, there are quite high dispositions of implementors staff, and also the positive supports of the community to the implementation of the Jampersal programme.
