Abstract

This research descrips about how is the surveillance in the effectiveness of pedestrian room utilizing at Embong Malang Street in Surabaya. A pedestrian room is the widest pedestrian room in Surabaya. The utilization of the pedestrian room is has not been enough yet caused it has been utilized not only by pedestrian but also retailers, pedicabers, as well as parking area for vehicles. Therefore, the government of Surabaya, particularly pedestrian supervisor officers, set of district public service police took such an action. In answering this question, researcher used a qualitative research method using strategic case study emphasizing on multi-evidence from a depth interview results, a participatory observation, and relevant documents. Data analyzes conducted by using both classifying and combining the existing evidence and establishing a series of mutual relevant of these phenomenon. As a conclusion, it seems that the effectiveness of pedestrian room utilization at Embong Malang Street, has been effective yet due to the pedestrian was not according to the established rules, that is for the pedestrian. On the other hand, however, the utilization of pedestrian room is quite effective for abusers of pedestrian room including retailers, pedicabers, and motor vehicles. As for, surveillance performed not only conducted by reporting over monitoring or patrol but persuasive action was taken either, surveillance was also performed by taking such an action known as repressive action. Although surveillance in the utilization of pedestrian was conducted, but those surveillance was have not been effective yet considering the pedestrian room at Embong Malang was not only utilized by the pedestrian but by those whom looking for any advantages either.
