Abstract

The aim of this research is to answer the research question that describe the roles of local government in development of small enterprises. This research is located at Footwear Small Enterprises Center in Wedoro Village, Residence of Sidoarjo. The condition of Footwear Small Enterprises Center of Wedoro is getting miserable this time eventhough it was a Footwear Center that is wellknown by many people. The researcher was interested by this phenomenon to find out about the problems that happened there and the roles of the local government to develop small enterprises. This research used qualitative method with descriptive research type. Data is gotten through the observation process and indepth interview while also using documented data sources. The informant is chosen by purposive sampling and then grown by using snowball technique. The validity of data is tested through the data source of triangulation by compare the results of indepth interview, observation process and also the documented data. The result of this research shows that the problems that faced by small enterprises in Footwear Small Enterprises Center of Wedoro are include the monetary problem, the problem of production process, human resources problem and marketing problem. The roles of local government including the roles as regulator, facilitator, stimulator, coordinator and the role of empowerment have not satisficing. It is because that roles couldn’t reach all the problems that faced by small enterprises in Footwear Small Enterprises Center of Wedoro.
