Abstract

Surabaya adalah kota kedua terbesar di Indonesia, berbagai macam suku, ciri, budaya, kelas, kelompok di dalam perkotaan. Kelompok yang menjadi subjek penelitian kali ini yakni kelompok difabel yang mengalami peningkatan tiap tahunnya. Menulis mengenai difabilitas, dicatat oleh Dinas Sosial empat (4) diantaranya yakni Tunarungu/wicara, Tunadaksa, Tunagrahita dan Tunanetra. Fokus penelitian pada kelompok difabel Tunanetra. Subjek kelompok yang diteliti ini membangun kelompoknya atas dasar kesamaan nasib, perasaan yang sama, dan diskriminasi akibat stigma negatif yang muncul di masyarakat secara umum, bahwa difabel dianggap lemah, tidak mampu ikut serta dalam proses pembangunan dan lain sebagainya. Akibat perlakuan yang demikian memunculkan kekuatan dan kepentingan dari kelompok difabel untuk memperjuangkan pengakuan atas keberadaan mereka, termasuk memperjuangkan kepentingan difabel secara umum. Sebab sejauh ini hak yang seharusnya diberikan untuk difabel, masih belum mencangkup keseluruhan. Menjaga solidaritas kelompok dengan melakukan kegiatan rutin bersama agar tidak terpecah dan tetap fokus pada tujuan utama, menguatkan jaringan untuk memperkuat eksistensinya, hingga upaya perjuangan yang dilakukan kelompok difabel melalui jalan legal formal dan non legal formal menjadi hal yang penting pula. Relasi dengan pemerintah utamanya mengenai respon awarness atas keberadaan kelompok difabel yang diwujudkan melalui kebijakan-kebijakan pro-difabilitas yang dibuat merupakan fokus yang harus terjawab. Harapan dan tujuan utama dari setiap kelompok difabel yang berdiri, tentu untuk mewujudkan keadilan dari sudut pandang mereka. Termasuk respon awarness pemerintah berupa kebijakan pro-difabilitas secara menyeluruh juga sangat diharapkan realisasinya secara maksimal dan tanpa terkecuali Translation: Surabaya is the second largest city in Indonesia, various tribes, characteristics, culture, class, groups in urban areas. As a result of such treatment led to the strengths and interests of a group of difable people to fight for recognition of their existence, including the interests of difable people in general. Because so far right that should be given to the difable, yet covers a whole. Maintain solidarity with routine activities together so as not to split and stay focused on the main goal, strengthen the network to strengthen its presence, to the struggle of a group effort with difabilities through the formal legal and non legal-formal becomes important as well. Relations with its main government response awarness about the existence of groups with difabilities are realized through the policies of pro-difability which made the focus to be missed. Hope and the main goal of any difability group standing, certainly to achieve justice from their point of view. Including government awarness response in the form of pro-difability policy as a whole is also highly desirable to the fullest realization and without exception.
