Abstract

Surabaya memiliki permasalahan yang unik perihal status tanah yang disebut dengan istilah “Surat Ijo” yakni istilah surat ijin pemakaian tanah atau pemberian hak pengelolaan lahan yang dimiliki warga Surabaya dengan map surat berwarna hijau. Oleh karena itu, kemudian muncul istilah “Surat Ijo” yang dikenal hingga saat ini di Surabaya. Beberapa titik wilayah Surabaya yang ditempati oleh warga diakui sebagai tanah aset Pemerintah Kota Surabaya, sehingga warga tidak mempunyai hak sama sekali atas tanah tersebut. kemudian gerakan digunakan warga “Surat Ijo” sebagai instrument politik untuk melawan Pemerintah Kota Surabaya. Namun peran pemimpin atau ketua gerakan sangat berpengaruh dalam membangun kesadaran dan memelihara kohesivitas warga surat ijo melalui sosialisasi, sehingga dapat memobilisasi warga untuk terlibat dan mendukung upaya – upaya gerakan. Akan tetapi respon pemerintah dalam mempertahankan “Surat Ijo” memberikan situasi ketidakpastian gerakan dalam menghapus surat ijo. Pemilihan umum secara langsung digunakan sebagai akses kebijakan oleh gerakan dengan melakukan kerjasama kepada aktor – aktor politik, sehingga mendorong terjadinya politisasi surat ijo. Beberapa perubahan didalam kepengurusan gerakan menjelaskan adanya dinamika internal gerakan “Surat Ijo”. Dinamika internal gerakan itu terjadi karena adanya tarik ulur kepentingan didalam kepengurusan gerakan. Akan tetapi kepengurusan didalam internal gerakan yang mendorong untuk melakukan langkah politik yaitu strategi politik dan politik praktis. Strategi politik dengan melakukan aksi perlawanan kepada Pemerintah kota Surabaya. Pemilihan umum secara langsung dimanfaatkan sebagai langkah politik praktis dengan melakukan kerjasama dengan aktor – aktor politik. Namun justru terjadinya pemanfaatan gerakan oleh aktor politik untuk mendapatkan dukungan dalam kontestasi politik. However, the goverment's response in defense of “Surat Ijo” provide movement in removing uncertainties “Surat Ijo”. Elections are directly used as an access policy by the movement with the coorperation of political actors, thus encouraging the politicization of “Surat Ijo”. Some changes in the management of the movement “Surat Ijo”. The internal dynamics happened because due to the tug of interest in the management of movement. However, the management of internal movement within the push to make a political move which political strategies and political politics. Political strategy to carry out acts of resistence to the goverment of the Surabaya. elections are directly utilized as a practical political move through cooperation with political actors.
