EVALUASI ATRIBUT SURVEILANS AIDS DI DINAS KESEHATAN KOTA BATAM POVINSI KEPULAUAN RIAU.

Abstract
HIV infection and AIDS became phenomenon in community health that many people of the world concern about during two last decades because of the absence of effective cures or vaccines. Data from General Directorate of Disease Prevention and Control (Ditjen PP and PL) Department of Health Republic of Indonesia showed that the cumulative number of AIDS cases in Indonesia until December 2007 is 11,141, and 2, 369 of them died. The Province of Riau island ranks 9th among the province with highest number of AIDS cases. Until December 2007 there were 283 people living with AIDS, and 102 of them died. Batam in particular is the area of Riau island which is susceptible to HIV infection and AIDS epidemic, because almost all of risk factors affecting the epidemic was found, including high risk sexual behavior, high frequencies of migration, and high number of harbor that many foreigners from high prevalent of HIV countries frequently dock. Until December 31st 2007, 262 people living with AIDS among all patients in Riau island province lived in Batam.
The, aim of this study is to evaluate surveillance system performance in the Health Office of Batam based on surveillance system attributes, to identify any problem found during implementation of the system and to seek its solution.
This descriptive study used evaluative approach (evaluation study), in order to evaluate currently running program at the certain period. Evaluation is implemented on surveillance system attributes consisting of simplicity, flexibility, acceptability, sensitivity, Predictive value Positive, representativeness, timeliness, data quality, and stability.
The result showed that the current system is simple, very acceptable, and produced high quality data. The unmeasured attributes were flexibility, sensitivity, Predictive value positive, and timeliness — apart from dissemination of program report. However, the representativeness and stability was low.
Regarding the results, the coordination, cross sector cooperation, and also networking should be improved by the Health Office, and the hospitals in the other hand, in particular the hospitals with special services for AIDS patients. Moreover, rapid responses of local government and local parliament is suggested in terms of the increase of HIV infection and AIDS cases in Batam.
