Abstract

Every work had variety of risk that varies depending on the type of job. One type of work that has high level of risk is the process of transporting goods and services. The wrong process of loading/ unloading and does not followed the right procedure would had a fatal result, such as property damage, accident, and losses for replacing damaged items due to improper transport. This research was conducted to determine the image and the level of risk at loading/ unloading process of containers at PT Pelindo III Surabaya. This study is an observational study with cross sectional design. Data on the potential dangers obtained by observation method in the process of loading/ unloading of containers and interviews on 17 workers, 2 SHE officer, and 1 operational supervisor to identify potential hazards on loading/ unloading workers at PT Pelindo Surabaya. The results showed that there are 5 types of risks that included in high-risk categories, 12 types of hazards that included in moderate risk category and 3 types of hazards, included in low risk category at the process of loading/unloading in PT. Pelindo III Surabaya PT Pelindo Surabaya has implemented administrative controls as one of the risk control in the process of loading/unloading, such as following the existed regulations on the SOP, following the safety briefing and training about SHE, as well as the provision of Personal Protective Equipment. The company is expected to provide and require workers to wear a body harness as additional PPE for workers who working at the top of the container during the cargodoring process.
