Abstract

Flood disaster was ranked first in the natural disaster with highest incidence in Indonesia. Bojonegoro Regency, the largest area crossed by Bengawan Solo, is flooded every year whenever the river overflows. Pre-disaster activities is needed to reduce hazard risk of flood disaster. This study aimed to evaluate flood pre-disaster activities of Bengawan Solo River Watershed in Bojonegoro Regency year 2014 based on system approach. The design of this study was descriptive in the form of evaluation study. Subject was pre-disaster activity in Bojonegoro Regency year 2014. Data was collected by interviews, observation, and document study. Data was analyzied descriptively. The result of this study showed that based on input components, SOP, data of people at risk, health fasility, human resource of health, and potentials and characteristics of hazar had met the standard. Data of local resource and community and budgettary estimation had not met the standard. Based on process components, contingency planning, training implementation, membership of Pusdalops PB, Health Center availability, hospitalization beds, Blood Tranfussion Unit, and implementation of monitoring and evaluation had met the standard. Tackling disaster planning, geomedic mapping, training realization, TRC development, health professional availabily, drug stocks, health supplies, and inter sector coordination had not met the standard. Based on output component, contingency planning, the proof of Health Department involvement, and resource inventory had met the standard. Tackling disaster activities planning, geomedic map, field rehearsal scenario, SK TRC, documentation of agreement of flood pre- disaster activity realization, and improvement of pre-disaster activities had not met the standard. This study concluded that pre-disaster activities in Bojonegoro Regency was not effective. The suggestion given are do SOP control, increase drug variations, health surveillance expert, and health professional, complete the types of data, allocate the fund, conduct geomedic mapping and identification of social and economical vulnerability, give training to surveillance and TRC staffs, prepare vehicles, and make budgettary planning and outline of the whole result of activities.
