Abstract

Today, many developed countries in the world face condition low birth rate problem in their countries, include Japan. Japan has decreased birth rate since the second baby boom. Japanese goverment has been made effort to solve this problem. Japanese goverment made Law to solve this problem. One of the Law is Child Care Leave Law. This law created to provide need of Japanese worker who have childern.When create decision, the government consider many factors, such as economic, politic, environment, social and culture. In this research, writer will find out What are the social culture factors which influent to decision of Japanese government in the Child Care Leave Law? And what is the opinion of Japanese people about Child Care Leave system? This descriptive qualitative research done by using literature study method and interview. This research uses Malinowski functionalism culture theory and Parsons Social Change theory. The factor of social culture in Child Care Leave Law is the pattern of Japanese Parenting which called Ikuji Concept. The opinion of Japanese people about Child Care Leave Law is the system has good function for worker but not all workers can use this system yet, especially in small company. This system must expand to small company, so that all of Japanese workers who have children can use this system as well.
