Abstract
This research aims to identify general of good adminsitration, to analyze its aplication by Administrative Court before and after the enactment of Law No. 9 of 2004 and to elaborate normativity process of this principles carried out in law or bay law Statutory approach, conceptual approaches and case approach are provided to address legal issues in this dissertation. These approachess lead the research line of thought in collecting legal materials, both primary and secondary materials relating to the topic of research. The study concludes that the general principle of good administration does not need to be formulated to in detail in certain law, because in fact it is provided in the decision of administrative Courts before and after the enactment of Law No. 9 of 2004. The principles are always mentioned in the legal consideration of susc decision.
