Abstract
Perkembangan Kota Surabaya yang cukup pesat pada akhirnya membawa persoalan yang cukup kompleks salah satunya adalah persoalan kemacetan lalu lintas. Penggunaan Transportasi pribadi dalam hal ini motor dan mobil yang cukup tinggi di Kota Surabaya merupakan salah satu penyebab utama kemacetan lalu lintas. Rasio perbandingan antara pemakaian Transportasi kendaraan pribadi dengan angkutan Umum (Mobil Angkutan Penumpang Umum) yang tidak sebanding tersebut memerlukan penanganan yang cukup serius dari Pemerintah Kota Surabaya
