Abstract
The research focuses on 43 alumnae from Leadership Education and Training Level 4 class of 123 as its population. Data were collected by interviewing them to recognize the benefit of the education and training as well as by examining the related documents at the Education and Training Center of East Java Province to find out expenses in organizing the education and training. The variables that the researcher wants to establish are the benefit (return) and the expenses (cost) of the education and training. The benefit (return) of participating in the Education and Training Level 4, class of 123, year 2004, based on this research is about : Rp. 182,265,000,- . The expenses (cost) of performing the education and training reaches Rp. 240,000,000,- while ROI calculation for executing the program is about Rp. 909,725,-. The value of ROI <1 indicates that from financial point of view, the program is not feasible to be continued or it needs certain improvements.
