Abstract

The writing which it's titel called "The Politic Participation of Youth Community Organization" (A Studi of Passivity in Elite Organization Sponsored by State in Province Kendari of South East Sulawesi), that issued about causing factors in politic passivity among the second level of youth elite organization which sponsored by state. The purpose of this writing is to describe and understand about politic passivity of elite organization which sponsored by state and the influence of circumstances condition. This research is descriptive research. Data and information needed, especially primary data is obtained from interview. While to collect secondary data is done trough documents searching at associated boards, literatures study, magazines, journals, and newspaper. To hold still at qualitative research principle, therefore, data gathering, data revealed, and data analysis, all of them completed together in the same time during research process. Analysis result shows that; the first, according to the data, young generations in Youth Community Organization (YCO) are likely get involved actively in various development activities. But according to the writer reviews, their involvement pattern is passive, because the activities only mere tend to obedient, accept and perform every directions without any act to establish control mechanism. The second, there are some issues that causing the passivity of such elite organization which are: self image of the birocrates, social economic factor, and the absence of function in government and ABRI. From those founding, it can be concluded that the implication of such politic culture characteristic would become uncontrolled authority, even accumulated in its own way, thus the state would be the strongest and the emerge of civil society be hardly limited.
