Abstract
ABSTRACT The development of society and era reformation have been begun accompanied by desire to make changes largely in every dimension of political life. One effort of political democratization is by establishing neutral attitude for bureaucracy. That effort, emerged different reactions from party cadres of bureaucrats. Therefore, this research endeavor to understand and explain tends for shift of attitude pattern and political behavior of civil servants. This research has been done through qualitatif research.The location of this research is in Regency of Sumenep. Sumenep is selected as research location based on some reasons, such as the research phenomenon in Sumenep, that is the bureaucrats involvement in practical politics activity until General Election of 1997, and less involvement of bureucrats in General Election in 1999. The subject of this research is bureaucrats individuals who were involved formally in commitee board of party, it was known as Golongan Karya. Basically, there were two types of empiric material needed. First, descriptive material, that is detail of experience or incident wich appeared as an original condition , without evaluatif pretense. Second, reflective materials that are obtained from understanding of research subject of bureaucracy involvement in politics and democracy process. In this research, the researcher applies " individual experince data " as data wich is exploited and explored in this research. Their attitudes were different in democratization process.The bureaucrats from activists have more flexible attitude than those who were as just political participant. They remain keep a good relationship with Golkar.
