Abstract

As the aim of decentralization,so decentralization should be able to captured and interpreted by the district in an effort to explore and optimize its potential. Only, in this case not all regions capable of capturing opportunities, making the stagnation of creativity and innovation for the region. Not a few in the era of decentralization, the local bureaucracy paradigm still followed the paradigm of procedural oriented. Everything was based on legality and the existing budget, so that makes the pattern of slow work, spend the budget with a minimalist outcome, rigid, rigid and bureaucratic.
