Abstract
Privatization of state owned enterprises has been globalized, especially starting in the 1980s when Britain led by Margaret Thacther and the United States led by Ronald Reagan. It also triggered the Washington Consesus imposed globally where one point is the need for privatization of SOEs. Privatization is also supported by international institutions like the IMF, World Bank, and others. Privatization is intended among others to improve efficiency and effectiveness of state enterprises, reduction of state role in public service and the distribution of ownership of state-owned shares to the public. With the goal as above, privatization was also chosen by the government of Indonesia. This research was conducted with qualitative methods, using interviews as a method of extracting data. The results were analyzed by Berger's Theory of Social Construction. This theory is considered more appropriate to the social setting of research undertaken. This research is in order to find the meaning of privatization according to HTI. Tujaun of this study was to determine the views of the privatization of state-owned plantation and secondly to find alternative management of SOEs by HTI. As a result, considers that the privatization of state-owned plantations in Indonesia are generally not allowed. But in some ways HTI did not refuse. First, HTI reject privatization if done at the companies that manage public sector ownership. Second, the HTI is not rejected when it is done in companies that manage individual property sectors. Third, HTI view that the Head of State or the Caliph who was authorized to be whether or not privatization, if done on companies that manage state-owned sector. HTI provides an alternative management of SOEs. In general, state-owned or held by the industry based on the politics of war. Associated with the business sector, there are three state-owned enterprises that could be developed, first to manage the common property, both managing individual ownership, and the third strategic SOEs. In the Theory of Social Construction of Reality, HTI undergone a process of social construction through the so-called Berger to externalizing, and internalizing obyektivasi. However, this study did not fit the paradigm sekuleristik about the relation between religion and state, the opposite is true ie the strengthening of the religion. The study also does not support Berger's conception of "pragmative motive". In this study the contrary, rather than pragmatic motive that is precisely the ideological motives.
