Abstract

MSMEs are recognized as having important roles in economic development. There have been many programs and activities of the government's empowerment of MSMEs, but MSMEs still face many difficulties, especially in the areas of capital and marketing. These conditions that encourage authors to do thesis research on MSMEs Empowerment Policy and Synchronizing Efforts of Local Government of East Java Province. This research uses socio-legal research methods with a focus on capital and marketing aspects facilitation. Data collection techniques with the study documentation, interview, observation, and online data retrieval and qualitatively analyzed. The primary legal materials of this thesis research in the form of the 1945 Constitution, Law no. 32 of 2004, Law no. 20 of 2008, and so on. Local Government of East Java Province establish the economic empowerment of the people as one of the priority programs in RPJMD 2009-2014. Program priorities are then derived into policies that is more real. Policies in the capital include: facilitation of the revolving fund, encourage banks to provide a special credit scheme for MSMEs, and the establishment of PT. JAMKRIDA East Java. Policies in the field of marketing, among others: establishing clinics MSMEs, souvenirs and building center building product showroom MSMEs, SME Center, and the facilitation exhibits a superior product. MSMEs empowerment policies involving various institutions, so that the necessary synchronization to unify perception through coordination. The Cooperatives and MSMEs Agency of East Java Province efforts to coordinate through cross-sectoral and regional coordination forums, and making the agreement (MoU). The process of policies implementation is still hampered, among other things: there is no maximum time limit provisions of the revolving fund loan disbursement, disbursement of credit schemes for micro-enterprises is still low, infrastructure is lacking to support the competitiveness of MSMEs, coordination of the involvement of participants in the forum is not optimal, the signing of the MoU is not appropriate with existing provisions, and the limited data / MSMEs profiles which up to date.
