Abstract

Fundamental change in the direct election is a logical consequence on development planning in an area. Elections are seen as a market of plan in which the prospective Head / Deputy Head of offer development programs to be executed when the later won. It was not unusual if elected to the Regional Head of reciprocation of political supporters. Public support for the figure who was later elected as the Regional Head of consequence to the birth of development policies that benefit the community of supporters. 1. How does the process of development planning in post-election Lamongan? 2. What factors influence the success of the proposed community in development planning? This study refers to the formulation of the problem and research objectives, the study was categorized as a type of qualitative descriptive study. In order to support the study, researchers took a more specific locus in two areas namely the Wangunrejo and Karangwedoro villages, sub-district Turi, Lamongan district. Post-election process of development planning in the district Lamongan, development planning meeting, better known by Musrenbang performed each year into the new fiscal year. Musrenbang District begins with musrenbang at village and district level further. At this stage, each district will implement the District Planning meetings, which will accommodate the aspirations of the people who proposed and accommodated through programs and activities undertaken by each of the villages concerned. Factors affecting the success of the proposed community development planning, at all levels Musrenbang process characterized by two conditions, namely accepted and rejected. If accepted then forwarded to the next hierarchy, but if rejected would be implemented in the year to wait for the next or may not be implemented at all, the Government only as a bridge for the prosperity of the people all of course tailored to your budget and needs. The planning process in local government elections held in post Lamongan integrated based on the concept defined. Planning itself is implemented in stages starting from the village level through village musrenbang, forwarded to the district of equated with SKPD forum and discussed in the produce district Musrenbang Government Work Plan (RKPD). The factors that influence the success of the proposed Community Development Planning in Lamongan divided into formal factor and informal factors. Formal factors include: the availability of development funds and urgent need for development. Being informal factors include: pressure / influence from members of the legislative proposals through Jatmas.
