Abstract

Maternal Mortality Rate (MMR) in Indonesia is still high compared with other ASEAN countries. According to the agreement of MDG's 2000 is expected to declined maternal mortality rate from 228 in 2007 to 102 in 2015. To suppress the maternal deaths Ministry of Health to realize JAMPERSAL labor warranty program for pregnant women who do not have insurance in order for their access to health care and delivery assistance is warranted. The purpose of this study was to analyze the implementation of the program Jampersal in 2011 in the working area of the health department. The study consisted of an observational study of quantitative and qualitative analytical. The study design is crossectional. Instrument was used questionnaire. The population was all mothers who gave birth to-2 or more are to follow Jampersal program in 2011 in Pasuruan. The sample is 97 respondents used multi stage random sampling. The results showed that the coverage of the ANC in 2010 is 91.76% and in 2011 is 92.1%, maternity coverage is 94.64% in 2010 and in 2011 is 97.4%, coverage of PNC in 2010 is 100.25% to 98.4% in 2011, coverage of KB in 2010 is 70.52% to 85.6% of 201. Respondents who chose to help labor in the midwife as much as 57 before Jampersal to 83 women after Jampersal, in Puskesmas before Jampersal mother as much as 9 to 11 after Jampersal and the shaman as much as 27 mothers before Jampersal to 0 after Jampersal. That can be concluded there was no difference in the coverage of ANC and delivery before and after the Jampersal program and there is a difference in the coverage of postpartum before and after the Jampersal program and there is a difference in the mother election to the ANC, labor and PNC and KB before and after the Jampersal program. This demonstrates the success of the government using Jampersal program to increase coverage to reduce MMR with MDG's deal is expected in 2015 can be achieve.
