Abstract

Social willing in people's lives that can become an important source of empowerment and solving the root causes of poverty also began to fade. For that it needs changes in the nature systematic and comprehensive poverty reduction efforts. A fairly complex problem of poverty requires the intervention of all parties together and coordinated. For that needed changes in systemic and comprehensive poverty reduction efforts. To improve the effectiveness of poverty reduction and employment creation, the government launched the Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri. Through the PNPM Mandiri redefined poverty reduction mechanism involving the community, starting from planning, execution, until the monitoring and evaluation. Through a process of participatory development, critical awareness and independence of the community, especially the poor, can be cultivated so that they are not as objects but as subjects of poverty reduction efforts.
