Abstract

Budget (APBD) has several characteristics that make it full of political interests. Government budgeting is technically the criteria of efficiency and professionalism, but sometimes difficult to rationally presented due to political intervention. In order to integrate the budget with the developments was taking place in one fiscal year, the necessary budget changes (PAK). But in the process of preparation is often criticized because it is considered not transparent and full of political interests. Budget change is often only political instrument elite. Besides the budget changes are also just as justification for policies whose implementation predates PAK, such as the Local Government Capital Investment Policy to the JATIM Bank. This study aims to describe and analyze the idea of capital investment (initiative from whom, and what their interests), as well as how the relationships between actors in the formulation of policy on the Local Government capital investment to the JATIM Bank the budget changes Trenggalek in 2012. This study uses a qualitative approach to examine the assumptions and uncover more in the budgeting process, particularly related to capital investment policy formulation. While the determination of the informant conducted with purposive sampling methods. Results of this study was indicated that the policy of the Local Government capital investment to the JATIM Bank is a budgetary policy that is top down, because the idea of capital investment is an initiative of Regents without relying on participatory planning mechanism as has been documented into the RPJMD and RKPD. Relations between actors in the policy formulation of this capital are complex, and each of the actors negotiates their interests based on its power. The actor who has a power advantage will dominate another actor to fulfill their interests.
