Abstract

This research aims to describe the implementation of capacity building at the level of individuals, organizations and systems to improve the productivity of farmer groups in Integrated Crop Management Field School (SL-PTT) on rice Bima City. The locations were purposely selected in the city of Bima because Bima city is an area with experience of the decline in rice production. Methods that used in this research conducted from several theories about the capacity building. Methods of this research used qualitative approach with descriptive research. The techniques that used to collect dataare interview, observation and documentation. Informants in this research consisted of the Field Extension Assistants, group administrators and members of farmer groups in each group. The technique that used to processing data is by triangulation technique and data reduction. The analysis technique was used by coding phase followed by data interpretation. At this part of discussion, the researcher conducted an analysis of capacity building implementation of the SL-PTTfarmer groups of participants on rice in Bima city by using the theory of capacity building by Peter Morgan. This research concluded that participant farmers in the (SL-PTT) actually still have low abilities, on the individual level showed by group leaders still lack of ability to build a partnership with the other private sectors, the lack of knowledge, skill and attitude of participants that indicated by the low level of technologies adoption or PTT component to the farmland. At the organizational level wasindicated by the administrators still occur the overlapping between the board in carrying out the task, the low participation in farmland meet activities and also low facilities and infrastructures support that showed the low ability of administrators. At the system level, there are marked by the framework and procedures still have not been applied right and properly.
