Abstract
To achieve the goal of providing welfare state, the Indonesian government has to do government activities or programs planned by maximizing existing resources. Lack of revenue requires the Government to prioritize activities to accelerate the achievement of the state. Earned income countries, allocated according to priority activities that have been arranged in the Work Plan of the Government. In Law No. 17 Year 2004 about State Finance mentioned in article 12 that the draft Budget of the State referred to in paragraph ( 1 ) based on the work plan of the Government in order to realize the achievement of the goal state. The Thesis will discuss about the legal basis for planning and budgeting document. How legislation regulates both of them, so that the ideals welfare for people can be achieved.
