Abstract
High of Maternal Mortality Rate (MMR) in Situbondo district for last 4 years showed the health services were still not good. One of possible interventions to reduce MMR was doing the clean and safe delivery by skilled personnel. Based on preliminary study conducted in 20 midwives at Situbondo Primary Health Care (PHC), most of midwives had poor knowledge of Antenatal Care (ANC) (80%), Intranatal Care (INC) (95%) and Postnatal Care (PNC) (65%). This research aims to make recommendations increasing midwives competencies in order to reduce the MMR based on gap analysis between knowledge standard, attitude, skill (KAS) and midwives KAS. It was an observational research with cross sectional study. The method for sample selection was simple random sampling consist of 55 civil servants and temporary employee midwives at Situbondo PHC. Data analysis were conducted by analyzing midwives training needs based on gap analysis between KAS standard with midwives KAS. The next step was making the rank for training needs and training plans. The result showed that there were 16 of 30 aspects training needs based on gap between KAS standards, attitude and skill with KAS midwives at Situbondo Primary Health Care. Based on needs ranking there were two aspects of very urgent training category and 14 aspects of urgent training category. As an outcome of this study arranged a clinical Obstetrics training plans in an effort to increase the competence (knowledge, attitude, skills) midwife. Training plans arranged based on the rank of training needs included the objectives, methods, materials, places, person in charge, funds and resources. It could be concluded there was Obstetric clinical training needs for midwives at Situbondo PHC. The suggestion is to do training based on the training needs rank.
