Abstract

This research is aimed to reveal the transformation happened to mustahiq of governmental zakat institution in Indonesia and Brunei Darussalam, in order to serve the analytical of the successful or unsuccessful of zakat empowerment program and to give advice for the betterment of zakat institution in two countries. Objects of this research are the governmental zakat institution in two countries, in Indonesiaespecially East Java is named as Badan Amil Zakat Nasional-Jawa Timur (BAZNAS Jatim) and in Brunei Darussalam is named as Badan Agihan dan Kutipan Zakat (BAKAZ). This research used qualitative descriptive method through study case strategy. Data compilation is done by indepth interview and non participative observation to the officer of BAZNAS, BAZNAS Jatim, and BAKAZ, also the mustahiq who had received empowerment program of that zakat institution. Validity test of data was done by triangulation of data sources and triangulation of method. This research shows that zakat empowerment program which implemented by BAZNAS Jatim in Indonesia also BAKAZ in Brunei are able to transforms their mustahiq into different stages. The transformation measured by indicator of maqashid syariah‟s fulfillments, then to be applied in Transformation of Mustahiq‟s Curve. This research also discusses about comparison of key success factor to do transformation of mustahiq also the cause of unsuccessful of its. So that, its can be references of zakat empowerment program‟s betterment for two countries, which are Indonesia and Brunei Darussalam.
