Abstract
The purpose of this evaluation study is to describe the rating result of the performance attainment of a program initiated by Gerakan Membangun Ekonomi Rakyat Lamongan (Gemerlap). This study applies qualitative research method with descriptive research type. The location of this research includes government agencies which are involved in the program performance of Gerakan Membangun Ekonomi Rakyat Lamongan (Gemerlap). Those agencies are Development planning agency at sub-National level (Badan Perencanaan Pembangunan Daerah (Bappeda)) Kabupaten Lamongan, agriculture and forestry offices of (Dinas Pertanian dan Kehutanan) Kabupaten Lamongan as an agency assigned as the program executor, with the help of UPTD in agriculture field from the sub-district. Informant stipulation was done with the techniques of purposive sampling and snowball. Whilst data collection technique was done with observation, in-depth interview with the informants, and study of written documents. Subsequently, to ensure the validity of research data, the triangulation technique was used. Hereinafter, the techniques used to analyze the obtained data were data reduction, data presentation, and conclusion drawing. The result of this study shows that the process of the program implementation of Gerakan Membangun Ekonomi Rakyat Lamongan (Gemerlap) was not effective and also inefficient. This can be stated because five indicators of effectiveness show that the program was not performed well and there are two of three efficiency indicators that assert adversity.
