Abstract
Tourism is not a new phenomenon in Indonesia. This policy has developed over time. Future tourism development is still considered relevant as an approach to achieve the goal of social welfare and equitable regional development. So that tourism policy should continue to be revised and adapted to the conditions and trends of the present, especially in government management. Hence tourism policy should be based on the latest paradigm of tourism development itself.The problem faced by the lack of communication among stakeholders, budget preparation, competence and the number of implementing policies is still lacking and not optimal community participation. The factors supporting the policy is the commitment of local governments and community support and sufficient resources.The research proves that tourism policy has provided a better change than ever before, especially in the aspect of development of infrastructure supporting tourism, tourism in the community to raise awareness, and raise the image of the area. But the implementation of tourism policy is still less than the maximum. Thus constructive suggestions need to be done to improve the effectiveness and efficiency of policy implementation based on the development of community-based tourism.
