Abstract
The purpose of this research is to elaborate and identify the implementation process of organisation capacity building for healthcare services at Puskesmas Pucang Sewu Surabaya particullary on individual and organization level of implementation. This research is a descriptive qualitative type and held in Puskesmas Pucang Sewu Surabaya and key informant were choosen purposively. The research has shown that the implementation process of organization capacity building in Puskesmas Pucang Sewu Surabaya is not implemented or optimally. This result implies in the organization structure which still not well structured and effective as the coordination between personnels are weak. Thus, the delegation of staff's responsibility is weak and minimum usage of staff's capability. This condition are impulsed because the organization planning and strategy are not well prepared or even conducted thus the healthcare services are commonly lack-performed.
