Abstract
The objective of this study is to find the detail situation of good governance realization in public services of Population and Civil Registration Agency in Surabaya City; whether or not the implementation of public services is successful in the perspective of Good Governance. To do so, this study uses nine principles of Good Governance issued by UNDP including participation, law enforcement, transparence, receptive power, consensus-oriented, fairness, effective and efficient, accountability, and strategic vision.
This study is a qualitative research with descriptive research type. The setting of this study is conducted in the Population and Civil Registration Agency in Surabaya City. The informants chosen in this study are structural officials, service and society staff which is responsible for population services. The samples of informants are conducted through purposive sampling and snowball sampling techniques for the key informants from the government; meanwhile accidental random sampling is used to decide the samples from society. The data are collected through in-depth interview, observation, and documentation. Data analysis uses data reduction, data presentation, and conclusion making. Triangulation is used as the techniques of investigating and checking the validity of data.
The results of this study show that among the nine principles of Good Governance in public services, only four principles namely: participation, law enforcement, transparence, and accountability were implemented. It also suggested that accountability was the dominant principle to be implemented in the Population and Civil Registration Agency in Surabaya City. This was because accountability was correlated with the responsibility of service staff; in this case the service staff should be optimal in helping society get the population services.
