This thesis aims to describe the response patterns used by Estonia and Latvia in facing an information war initiated by Russia. In the aftermath of their annexation of Crimea in 2014, Russia increased the intensity of information warfare to countries around the region. One of the foundations used by Russia to engage in information warfare is the compatriot policy, while they utilize propaganda and disinformation as tools to further their interests and goals in the region. The case of the Crimean annexation of 2014 and the War in Georgia of 2008 which also used compatriot, Latvian and Estonian reasons in this case need to look again at how the information war response has been done so far. In this study, researchers found some findings. First, Estonia and Latvia do not ignore the information war. Secondly, Estonia and Latvia did not respond with hard power, choosing instead to utilize other coercive means by enforcing the law in regulating Russian media. Third, the media literacy response was done by Estonia and Latvia to respond to the Russian information war.
