Abstract

This thesis research aims to reviewing the forms of election manipulation, especially in the phase of voting and vote counting, also to evaluate the results of legislative elections 2014 in Kabupaten Sampang. The conduct of voting and vote counting results led to re-voting in Kecamatan Robatal and Kecamatan Ketapang, and then analyzed from aspects of democratic election principles and integrity. The type of this research is qualitative descriptive through in-depth interview with operator election such as member of KPU Kabupaten Sampang, PPK, and Panwascam. After analyzed data and information is obtained, the results are interpreted to reveal the true background in the construction of the event. The research was conducted during March to May 2018. Through the data of research results, can be described any factor which influence the act of election manipulation are neutrality of election administrator, presence of central figure who intimidates the local community, lack of socialization for voters and lower level election administrator, money politics, and lack of control from non government organization that concern about electoral malapractices. The results can be summarized as follows: First, the type of electoral malpractice that occurs. Secondly, there is factor that influencing manipulation. Third, from the voting process and vote counting, shows that two kecamatan is not accordance with democratic election parameters, because in the practice it doesn’t reflect the principle of direct, general, free, secret, honest, fair, accountable, and transparent.
