Abstract
From 1920 to1942 tourism investment developed in the area of Malang. This development is marked by the hectic visit by local and foreign tourists, especially the Europeans to meet the needs of vacation. The number of tourists who come in the area of Malang background with beautiful natural panorama, as well as a comfortable area for sightseeing. The method used in this research is historical method includes data collection (heuristic), source critic, interpretation, and historiography. The sources used in this paper are archives from the Provincial Library and Filing Service, interviews with resource persons, contemporary books, and photographs. Investment area of Malang increasingly developed to make the Dutch East Indies colonial government to set up a tourism management agency called VTV "Vereeniging Toeristen Verkeer". VTV establishment is done to Manage tourism activities to be organized. Some steps undertaken by VTV to support the Tourism is by promoting tourism in the area of Malang by publishing a travel guide book, travel brochures, and publish some stamps that portray the natural panorama of Malang. Tours offered such as nature tours, baths, and historical tours.
