Abstract

Self-learning studies based on the theory of andragogy Malcolm Knowles members of the East Java Provincial DPRD aim to gain in-depth and complete knowledge about how board members conduct independent learning to carry out legislative, budgetary and supervisory functions. This study uses Malcolm Knowles's andragogy theory, namely self-concept, the role of experience, readiness to learn, and orientation to learning. The theory of Malcolm Knowles is limited to delivering researchers to the field (data collection). On the field researchers explored more deeply to describe sociological mechanisms and psychological processes comprehensively and holistically. The research was conducted with qualitative methods, namely through the method of in-depth interviews with 9 non-incumbent provincial DPRD members from the 2014-2019 period from 9 existing factions. The study theoretically found that members of the East Java Provincial DPRD generally had a self-concept in directing themselves and self-determination in independent learning. All informants agreed that the role of experience has an important role in the success of doing independent learning. They also have readiness to learn in independent learning. And the learning orientation is centered on solving problems faced (problem centered orientation). Another finding is empirically, that the motivation to become a member of the legislature with its authority, there are many things that can be done for the community in relation to many policies. They need a maximum of two months to adjust according to their duties and functions and hope to be facilitated by at least one expert staff funded by the government to help implement their tasks and at the same time carry out independent learning. Thus, based on Malcolm Knowles's four theories and the three existing empirical realities, this study concludes that the majority of East Java Provincial DPRD members have done or have the ability to carry out independent learning.
