Abstract
Musgrave's research in America said that transfer payment and sum of population can be increased government expenditure. Generally, in Indonesia, those factor had same performanced by Musgrave's theory. For DAU and sum of population, its have same performanced. But for penssion and interest loan chow different performanced. Generally, government policy from 2000 untill 2004 are: reducing subsidy ( to minimalize burden in national budget ); fiscal decentralization policy ( DAU as a grant for low income kabupaten ( region) to converge fiscal capacity within kabupaten and kotamadya ); Promoting economic growth by extends opportunities for employment and poverty reduction are government policy for population issues; Pay in installments for foreign and domestic's interest loan.
