Abstract

emergence of a lawsuit in the Constitutional Court. It is about 100% voter attendance and multiple voter list data in several polling stations, as well as the neutrality of the electoral organizers (KPU Kabupaten Sampang and Bawaslu Kabupaten Sampang). The results of the decision ordering the General Election Commission to conduct a re-voting at all polling stations in Sampang. The Constitutional Court assessed that the Permanent Voters List (DPT) set by the KPU Kabupaten Sampang was not reasonable. This research was conducted to examine the issue of updating voter data in Sampang District in the 2018 regional election and how efforts could be made to resolve it. The method used in this research is qualitative descriptive through in-depth interviews with data operator and member of KPU Kabupaten Sampang, PPK and Dispendukcapil Kabupaten Sampang. After analyzed data and information obtained, the results are interpreted to reveal the voter registration problem at Sampang. The research was conducted during April to June 2019. This research also supported by literature studies from books, journals and articles related to this theme. The results of this study are expected to be able to provide input to General Election Commission in carrying out voter registration in the future. Through the data research result can be described that the problem of voter registration in Sampang are unprofessional electoral organizers at lower levels such as PPS and PPDP, inaccurate voter data that related to population mutations, the existence of multiple data in voter list, there is an interest from the village head towards the Sampang election, and the most important thing is not linear rules regarding the source of voter data that must be carried out by the election commission.
