Abstract

This study aims to investigate and uncover the production of economic space and the dynamics of power relations and political economy interests between the government, investors or entrepreneurs and the community in spatial governance in Kupang City. This research usedthe theory of production of space from Henri Lefebvre and the Theory of Accumulation by Dispossession of Space by David Harvey. This research also useda qualitative method with a critical paradigm or approach. The data were collected through in-depth interviews, field observations and documentation studies. This study reveals several important findings in the politics of spatial governance in Kupang City. First, the production of spaces in Kupang City clearly shows the dynamics of contestation and conflicts of interest between government actors, investors or entrepreneurs and the community in spatial governance. The government of Kupang City always tries to construct, regulate and rationalize space to facilitate and accommodate investors’ interests in using spaces for developing economic space for the sake of capital accumulation. This condition causes spatial governance in Kupang City to be dictated and dominated by capitalist forces. Second, the form of power relations and politico-economic interests between government actors, investors or entrepreneurs and the community leads to domination, hegemony and exclusion as well as the contradiction and antagonism of economic-political interests in spatial governance in Kupang City. The government of Kupang City has the political authority in making spatial policies that are pro-economic interests of investors or capitalists who have the capital power in developing city area. Meanwhile, people who do not have the capital power continue to experience alienation, marginalization and spatial exclusion in the management and utilization of space in the Kupang City area. Therefore, local governments need to review the pattern of development of areas in Kupang City if they do not want local communities to remain trapped in a cycle of systemic poverty and ecological destruction. In addition, the work of progressive-critical political advocacy by the activists of community social organization needs to be carried out continuously to claim the rights to the city from urban communities who are always excluded and alienated in the development of exclusive urban areas.
