Abstract

National development in Indonesia aims to create expanded opportunities for the fulfillment of people's basic rights such as the right to work, right to education and the right to health. One of the central government's concern is the basic right of the health problems in Indonesia. Associated with health problems, not all sections of society can afford to seek treatment due to several factors. Seeing the problems that occur in the field of health one of the government's efforts in the field of health development was the use of electronic goverment. The number of participants increasing BPJS register with manual, the government issued a new system for BPJS namely System e-ID. The use of e-ID registration of participants through the website BPJS Health. Based innovation issued BPJS Health in issuing the new system, many of the problems that occur from the BPJS health and society. Researchers are trying to analyze obstacles and threats and identify factors explorative failure in the implementation ofthe e-ID BPJS Health. Electronic-based government, otherwise known as e-government became popular as the development and advancement of information and communication technology. Indrajit (2002: 2-4) outlines some definitions of e-govemment of various communities or institutions of the world, like the world bank (world bank) yang mendefisinikan e-government sebagai berikut: "E-government refers to the use by government agancies of information technologies (such as wide area networks, the internet, and other arms of government)" This study used a qualitative exploratory. The study was conducted at the Main Branch Office BPJS Health. The focus of the research used in the implementation of e-ID in BPJS by analyzing aspects of obstacles, namely: environment, leadership, planning, stakeholders, transparency I visibility, technology, and innovation. The second focus is to analyze aspects of the threat, peoplewere, hardware, and organware. The results showed that the implementation of e-ID in the ministry of Health BPJS at the main branch of the Office of Sura bay a city is not going well is because there are several factors inhibiting and threats. It can be seen from the indicator e-govemment elements are ineffective and inefficient, causing bottlenecks in the implementation of e-ID system. Similarly, in the process of registration of e-ID systems are still many obstacle. Explorative against threats and obstacle produce three factors failure of the implementation of the e-ID system: quality of human resources, unpreparedness of infrastructure and poor management.
