Abstract

The government is obliged to develop the country to improve people’s welfare, one of them is from infrastructure sector. The government is building various forms of infrastructure that are considered capable of helping the country's economy grow nicely. Infrastructure development in a country uses various funding schemes to support infrastructure development, one of which is the Public-Private Partnership (PPP) scheme. An example of implementing a PPP scheme is the construction of an Overpass and Underpass access in the Satelit Roundabout in Surabaya City, East Java. This project is one of the PPP implementations involving the Surabaya City Government and a private group. This project was not undertaken by the city government, but was carried out by one of the economic elite groups in the City of Surabaya under the PPP scheme. This research will focus on the implementation of PPP since the formulation of city development policies by private groups engaged in the property business to the implementation of the construction of the Overpass and Underpass access in the Satelit Roundabout in Surabaya City, East Java along with the reciprocal relations generated from the project. So in this case the research will focus on the things above by using the Public-Private Partnership Theory to ensure the analysis to be achieved. This study uses qualitative research methods and Netnography methods, in which the authors obtain data based on interviews, observations, literature reviews, and information gathering from the internet. Then the results obtained are a description of the implementation of the PPP scheme in the construction of Overpass and Underpass access in Satelit Roundabout in Surabaya City between the Surabaya City Government and the private sector.
