Abstract
The aim of this research is to find out how Unit Pembina Keluarga Miskin (UPKM) enhances the members of Kelompok Usaha Bersama in a program called Rehabilitasi Sosial Daerah Kumuh (RSDK). This research was held in Ploso, Surabaya. This location was chosen because it is one of the villages in the district of Tambak Sari in Surabaya that got the RSDK program for twice in a row in 2012 and 2013. This research uses descriptive and qualitative methods. The technique used to choose the informans was purposive sampling because this research wants to dig the informations deeply from the informans who know the focus of this research well. This research has nine informans, one of them is Kepala Bagian Program Rehabilitasi Sosial Daerah Kumuh (RSDK) Dinas Sosial Surabaya. Three of them are Unit Pembina Keluarga Miskin (UPKM), and the rest of them are the people who are involved in RSDK program. The result of this research shows that UPKM works as a fasilitator yet a motivator in enhancing the member of Kelompok Usaha Bersama in RSDK program by giving the people chances to choose their own practice program that suits their needs, motivating the people, connecting people’s needs to the certain local agencies to earn the capital business loans, doing the intern work with local agencies such as LKMK, BKM, PKK, and Koperasi Wanita so the members capacity in Kelompok Usaha Bersama is decreasing by then.
