Abstract

Partisipasi masyarakat dalam suatu program pembangunan merupakan awal terwujudnya suatu pemerintahan yang ideal dan demokratis terutama dalam program pengendalian kependudukan. Dalam program Keluarga Berencana (KB), partisipasi masyarakat merupakan suatu hal yang utama untuk mewujudkan suatu keadaan penduduk yang seimbang baik dari segi kuantitas maupun kualitasnya. Namun sejauh ini, partisipasi masyarakat dalam program KB lebih banyak didominasi oleh kaum wanita dan kurang diminati oleh kaum pria sehingga penelitian tentang keikutsertaan pria dalam program KB menarik untuk dilakukan. Penelitian ini akan menjawab permasalahan terkait apa dan bagaimana pria di kecamatan pakal berpartisipasi dalam program KB. Penelitian ini dilakukan atas dasar adanya partisipasi pria yang tinggi di kecamatan pakal dalam program KB MOP dan prestasi yang mereka capai atas keikutsertaan mereka dalam program ini. Peneliti berusaha menjawab pertanyaan penelitian ini dengan metode kualitatif dengan tipe penelitian deskriptif. Lokasi penelitian ini adalah di kecamatan pakal dimana terdapat partisipasi yang tinggi dari pria dalam program MOP. Teknik penentuan informan menggunakan teknik purposive. Informan yang diambil dalam penelitian ini diantaranya adalah akseptor KB MOP pria di kecamatan pakal, PLKB, staff Bapemas KB dan BKKBN selaku pihak pelaksana program KB di Kecamatan Pakal.Pengumpulan data dilakukan dengan cara observasi, wawancara mendalam dan dokumentasi. Analisis data menggunakan reduksi data, penyajian data, kemudian penarikan kesimpulan. Hasil yang diperoleh dalam penelitian ini menunjukkan bahwa partisipasi pria dalam program KB banyak dilakukan dalam kegiatan MOP, mulai dari perencanaan, sosialisasi hingga pelaksanaan MOP. Partisipasi pria dalam kegiatan MOP dimulai dari keikutsertaannya menjadi akseptor kontrasepsi MOP, kemudian menjadi kader dan ikut secara aktif mensosialisasikan MOP. Bentuk partisipasi pria dalam program KB meliputi bentuk co-option dan co-learning. Bentuk partisipasi co-option dimana pria di kecamatan pakal ikut dalam kegiatan MOP atas dasar alasan kompensasi/upah. Sedangkan pada bentuk co-learning pria di kecamatan pakal terlibat langsung dan ikut serta dalam pengambilan keputusan dan penyusunan agenda kegiatan. Translation: The participation of a citizen in development program becomes the first step to create the ideal and democrative government, particularly in the restrain of demography program. In the program of Keluarga Berencana (KB), the participation of a citizen is the main component to give shape to balance conditionof the citizen both in quality and quantity. Lately, the participation of citizen in KB program dominated by women and it is not followed bay men. Therefore, the research of men participation in KB program becomes interesting to be done. The research will give the answer to the problem related to how men citizen in Pakal subdistrict participate in program. This research is executed based on the high record of men partiscipation KB MOP program in Pakal sub-district, and their achievement due to their participation in this program. The researcher endeavors to answer the question of this research by utilizing qualitative method in the type of descriptive research. The location research is in Pakal sub-district where there is high participation of men citizen in MOP program. In determining informant, the researcher utilizes purposive technique. The informants who are taken for this research are acceptor KB MOP of men sub-district, PLKB, BKKBN and Bapemas Staff of KBdivision as the executor of this program. the data collection is executed by using observation method, visceral interview, and documentation. The data analysis is executed by using data reduction, data serving and conclusion determining. The result of the research shows that the participation of men citizen in KB program is trigged by the MOP events, started from planning, socialization, until the implementation of MOP. the participation of men in MOP activity are started from their participation as contraception acceptor MOP, furthermore become a cadre and actively participate in socializing MOP. The form of participation of men in KB program include co-option and co-learning. Cooption form participation is when men in Pakal sub-district participate in MOP due to compensation. While in co-learning form is when in Pakal sub-district directly involved in decision making and agenda arrangement of the event.
