Abstract

Kabupaten Bojonegoro merupakan salah satu daerah otonom yang telah melaksanakan prinsip-prinsip otonomi daerah dengan berusaha mengoptimalkan potensi Migas untuk meningkatkan kesejahteraan masyarakat dan pembangunan desa dengan meningkatkan alokasi dana yang diberikan kepada desa. Pemberian alokasi dana untuk desa (ADD) sebagai wujud pemenuhan desentralisasi fiskal dan otonomi daerah yang ada di Indonesia. Peningkatan alokasi dana untuk desa akan berdampak pada peningkatan jumlah ADD yang diterima oleh tiap desa di Kabupaten Bojonegoro. Sehingga peran dari BPD diperlukan untuk menjamin pelaksanaan ADD terhindar dari penyimpangan. Peran BPD diperlukan baik dalam menjalankan fungsi legislasi, anggaran, serta pengawasan, hal tersebut diperlukan guna menciptakan akuntabilitas dan transparansi publik sebagai salah satu unsur dalam good governance. BPD bertanggungjawab terhadap jalannya pengelolaan ADD yang dilakukan oleh Kepala Desa. Tujuan dari penelitian ini untuk mengetahui kinerja BPD dalam meningkatan akuntabilitas pengelolaan ADD di Desa Ringintunggal. Penelitian ini mengunakan teori mandat yang diperkuat dengan teori kinerja, dan teori akuntabilitas. Penelitian ini menggunakan metode kualitatif dengan tipe penelitian evaluatif untuk mengevaluasi efektivitas kinerja BPD dalam meningkatkan akuntabilitas pengelolaan ADD Tahun 2013. Translation: Bojonegoro is one of the autonomous regions that have implemented the principles of local autonomy by trying to optimize oil and gas potential to improve the welfare of community and rural development by increasing the allocation given to the village. Provision of the allocation of funds for a village ( ADD ) as a form fulfillment of fiscal decentralization and regional autonomy in indonesia. Increase funding allocations for village will add impact on increase amounts accepted by every village in district of Bojonegoro. So the role of BPD needed to ensure the implementation of ADD avoid irregularities. The role of BPD needed both in legislative function, budgeting, and monitoring, it necessary to create public accountability and transparency as one of the elements of good governance. BPD is responsible for ADD management course conducted by the village chief. The purpose of this study was to determine performance of BPD in improving accountability in the management of ADD on Ringintunggal Village. This study use a mandate theory with a strengthened with performance theory and accountability theory. This study used a qualitative method with the type of BPD performance evaluative research to evaluate the effectiviteness of on improving accountability management ADD in 2013.
