Abstract

Penelitian ini bertujuan untuk memperoleh gambaran secara rinci bagaimana transparansi dalam interaksi antar domain governance, partisipasi masyarakat sipil, dan akuntabilitas masyarakat sipil dalam kemitraan pengelolaan kawasan Ekowisata Mangrove Wonorejo antara pemerintah kota Surabaya, PT. Pertamina (Persero) MOR V Surabaya, masyarakat Wonorejo dan pengelola Lembaga Ekowisata Mangrove Wonorejo. Penelitian ini merupakan penelitian deskriptif kualitatif. Adapun strategi penelitian yang digunakan ialah studi kasus. Lokasi penelitian ini meliputi Dinas Pertanian kota Surabaya, Badan Perencanaan Pembangunan kota Surabaya, PT. Pertamina (Persero) MOR V Surabaya dan kawasan Ekowisata Mangrove Wonorejo. Teknik penetapan informan dilakukan secara purposive. Sementara teknik pengumpulan data yang dilakukan terdiri atas observasi partisipatif pasif, wawancara mendalam dan pemanfaatan dokumen tertulis. Teknik pemeriksaan dan keabsahan data yang digunakan adalah triangulasi. Sementara teknik analisis data yang digunakan dalam penelitian ini meliputi reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa transparansi dalam interaksi antar domain governance diantaranya berupa dialog dan pertemuan yang terpusat pada masyarakat sipil serta pelaksanaan kemitraan yang memberikan kemudahan akses pada setiap stakeholder sesuai dengan haknya. Dialog dan pertemuan yang terpusat pada masyarakat sipil menunjukkan bahwa dalam pelaksanaan kemitraan, telah terlaksana standard procedural requirements yakni melibatkan partisipasi dan memperhatikan kebutuhan masyarakat serta consultation processes, dimana terdapat dialog antara pemerintah dengan stakeholder. Adapun partisipasi masyarakat sipil dalam kemitraan pengelolaan kawasan Ekowisata Mangrove Wonorejo diantaranya berupa keterlibatan mereka dalam proses pembuatan keputusan, baik yang sifatnya teknis maupun non teknis. Keterlibatan aktif masyarakat sipil dalam kegiatan pengelolaan, selain menciptakan rasa memiliki terhadap kegiatan pengelolaan bersama di bidang lingkungan hidup, juga menjadikan kedudukan masyarakat sipil tidak hanya sebatas sebagai partisipan, melainkan sudah berada pada level citizen participation, dimana masyarakat sipil berkedudukan sebagai subyek pengelolaan yang memiliki kuasa untuk mempengaruhi pembuatan keputusan. Sementara akuntabilitas masyarakat sipil dalam pengelolaan kawasan Ekowisata Mangrove Wonorejo diantaranya berupa penyebarluasan informasi kepada spektrum yang lebih luas, tidak hanya kepada pemerintah, namun juga kepada donatur, masyarakat lokal, media massa hingga masyarakat luas. Selain itu, akuntabilitas pengelolaan dengan mengaplikasikan aspek edukasi dan lingkungan masih terhambat oleh keterbatasan sumber daya yang dimiliki masyarakat sipil. Translation: This research aims to obtain the detail of description about how did transparancy on interaction between governance, civil society participation, and accountability civil society in partnerships of organizing of “Ecotourism of Mangrove Wonorejo” between goverment of Surabaya, PT Pertamina (Persero) MOR V Surabaya, Wonorejo society and organizer of Ekowisata Mangrove Wonorejo. This research use qualitative descriptive method. The strategy of this research use case study. The location of this study are Agriculture Department of Surabaya, Planning and Development Department of Surabaya, PT Pertamina (Persero) MOR V Surabaya and Ecotourism of Mangrove Wonorejo. Informant technique uses purposive. While the data organizing are using observation of passive participative, depth interview and written documents. The validity and inspection data used in this research is triangulation. And then, data analisys has been done by data reduction, data presentation, and making conclusion. The result showed that transparancy on interaction between governance are the dialogue and gathering which still sentralized on civil society also the implementation of partnerships that provides easy access to all stakeholders as their rights. Dialogue and gathering which still sentralized on civil society showed that the implementation of partnerships has implemented a standard procedural requirements which involves community participation and heed to community needs, also consultation processes where there is dialogue between government and stakeholders. Civil society participation on partnerships of organizer in Ecotourism Mangrove Wonorejo such as the wide open access for Wonorejo‟s civil society to involve in decision making, both technical or non technical. Civil society involvement in management process, in addition to creating a sense of belonging to the co-management activities of environmental fields. Also makes the position of civil society not merely as a participant but already at the level of citizen participation, where civil society serves as the subject of management which has the power to influence the decision making. While, accountability civil society in organizing partnerships of Ecotourism Mangrove Wonorejo are realized in dissemination information to wider spectrum, whom are government, donors, society, mass media until wider society, also accountability civil society in the management by applying aspects of education and environment is still hampered by the limited available resources of civil society.
