Abstract
The Heroes Monument and Museum of 10th November are under the management of District Tourism Development Department (Badan Pengembangan Pariwisata Daerah). The department was established in 1983 but in 1995 was changedin to ‘Surabaya Municipality Tourism Services’ and changed again into ‘Surabaya Municipality Cultural and Tourism Service’ in 2006.
