Abstract

ABSTRACT This research "The Behavior of Deviant Police in anticipating criminality; begins with a research problem : whether or not social control and recruitment are connected with deviant behavior among the police of the Republic of Indonesia. This prob tern is submitted in relation to the deviant behavior among the Police and unprofessionalism in coping with criminality. This study is undertaken in a metropolitan city of Surabaya, and is concentrated in four administrative areas, i.e. South Surabaya, North Surabaya, East Surabaya and Port area of Tanjung Perak. Respondents were purposively selected under several considerations of the relevance on research problem. The respondents selected include thirty four, consisting of the fouthteen deviant and the twenty non-deviant. Several informant who are assumed to be relevance to important cases have been indepth uncn iewed. This study indicates that, firstly, most of the respondents the deviant and the undeviant have known deviance in The Police Department. Data show that the lower the rank the higher the tendency of the deviant behavior. Secondly, social control to the police seems to be very weak. Thirdly, recruitment mechanism has been believed to contain several weakness such as being unprofessional and corrupted and nepotism. Therefore this mechanism could be connected with deviant behavior among the police.
