Abstract

Focus of this dissertation was about interpretation of Indonesian education elite on education ideology which was represented through education politic in form of Statute Number 20 Years 2003 about National Education System. Problem of the research was formulated in 2 questions: I) how did interpretation of Indonesian education elite about component of foundation, curriculum, and national education management contained in Statute No. 20 Years 2003 about National Education System, and 2) Is Indonesian national education ideology categorized in O'Neill's education ideology cluster, and why? This dissertation used three main theories: I) O'Neill's education ideology theory and Nelson et.al dialectic theory, 2) discourse analysis theory developed by Louis Althusser with the concept about ideology, and 3) Putnam theory about elite identification. Guided by the theories, this dissertation used process study perspective, dialectic approach, inductive-deductive approach. Data source was in form statute texts and result texts of interview transcription. Individual analysis unit with micro perspective used human instrument. Informants were 10 persons and data analysis used Strauss and Corbin model. This dissertation resulted in two findings. First, finding in form of concepts: a) Indonesian education foundations were values and potential development, b) there was curriculum diversity but still refer to education national standard, and c) decentral istic management although there is law adjustment by state. Based on the three factors, there was denationalization of Indonesian education. Second, Indonesian education ideology could be included in conservative ideology cluster, on social conservatism education ideology model, type of revisionist conservatism ideology also could be included in liberal ideology cluster, on liberalism ideology model, compromise liberalism type. Theoretical implication based on the finding was avoiding monolithic analysis approach, dichotomy of education ideology type, and linearity of O'Neill's education ideology components and to receive Nelson dialectic approach. This dissertation offered thesis "national education system with contextual education ideology, taking critical education line which presented certain movement in effort to improve political structure in accordance with young generation needs.
