Abstract
Penelitian ini bertujuan mengetahui pengambilan keputusan dalam proses perencanaan belanja modal di RSUD Kabupaten Sidoarjo. Peneliti menggunakan pendekatan naratif yang masuk dalam domain penelitian kualitatif. Dengan menggunakan persepsi para pembuat keputusan yang disampaikan, peneliti menganalisa pengalaman para pengambil keputusan dalam proses perencanaan belanja modal. Temuan penelitian ini menunjukkan bahwa keputusan perencanaan belanja modal dilakukan dengan model normatif karena keterbatasan yang mengikat para pengambil keputusan. Keterbatasan tersebut berupa jumlah dan kompetensi sumber daya manusia, ketidakpastian jumlah dana, terbatasnya waktu realisasi, serta juknis peruntukan dana yang ditetapkan oleh pihak ketiga.
