This study aims to answer the research problem, which is the effectiveness of regional chief leadership on the implementation of infrastructure development in Bangkalan Regency. The leadership of the regional chief is a reflection of the success of a region in carrying out regional autonomy, the sustainability of a region can run well and heading towards the welfare of the community when the regional chief is able to lead and guide a government towards the right path according to the principles of government that have been determined under the state’s constitution. This study is a descriptive research, and qualitative methods was used in this study. Data collection techniques were carried out by observation, documentation studies and in-depth interviews with informants. Determination of informants was done by purposive sampling technique. The validity test in this research is source triangulation. And data analysis techniques are data reduction, data presentation, and conclusion drawing. The results of this study indicate that the effectiveness of the leadership of the regional chief in the implementation of infrastructure development in Bangkalan is not effective. It happened because there is no synergy between the government, leaders and the community to build Bangkalan Regency better, especially in infrastructure development. Leaders' work ethic that is not good is not a motivational reference for subordinates in work and the state civil apparatus (ASN) works according to the standard operating procedures (SOPs) that existed before the leadership took place, there were no significant and meaningful changes in leadership.
