Abstract
Pemerintah Kota Surabaya sebagai kota percontohan dalam menjalankan e-government menggunakan terobosan baru dalam menilai prestasi kerja pegawai, yaitu e-performance. e-performance merupakan Sistem yang digunakan untuk menilai setiap prestasi kerja pegawai, yang akan berujung pada pemberian reward berupa uang kinerja terhadap setiap Pegawai Negeri Sipil Pemerintah Kota Surabaya. Penelitian ini bertujuan untuk menjawab Apakah efektifitas sistem eperformance berpengaruh dalam meningkatkan kinerja pegawai di Dinas Pekerjaan Umum Bina Marga dan Pematusan Pemerintah Kota Surabaya. Teori yang digunakan adalah teori efektivitas dari Ramdan,dkk, dengan ukuran efisiensi, adil, mengarah pada insentif, diterima oleh publik, moral. Metode penelitian yang digunakan adalah metode campuran dan tipe penelitian eksplanatif, dimana pengambilan data dilakukan dengan kuesioner, observasi, wawancara mendalam, dan dokumentasi. Untuk penentuan responden dipilih PNS pengguna e-performance, sedangkan penentuan informan menggunakan tekhnik purposive sampling dan teknik snowball sampling. Peneliti menggunakan analisis dengan langkah penyajian, Interpretasi data, dan Korelasi. Kesimpulan yang diperoleh dari penelitian kali ini adalah tidak ada pengaruh antara efektivitas e-performance terhadap peningkatan kinerja pegawai Dinas Pekerjaan Umum Bina Marga dan Pematusan Kota Surabaya. Saran terkait hasil penelitian adalah, 1) Track record hasil penilaian kinerja hendaknya digunakan sebagai bahan pertimbangan promosi maupun mutasi pegawai, 2) harus ada punishment serius yang menyertai e-performance, sebab punishment yang ada saat ini adalah seorang pegawai tidak akan mendapat uang kinerja apabila tidak mencapai batas minimal poin dari e-performance. This study aims to answer Is the effectiveness of e-performance effect in improving the performance of employees in the Department of Public Works and Highways drainage Surabaya City Government. The theory used is the theory of the effectiveness of Ramdan, et al, with a measure of efficiency, fairness, leading to incentives, accepted by the public, moral. The method used is the method mix and type of explanatory research, where data collection is done with questionnaires, observation, in-depth interviews, and documentation. To determine the respondents selected the user's e-performance of civil servants, while the determination of informants using purposive sampling technique and snowball sampling technique. Researchers using analysis by step presentation, interpretation of data, and Correlation. The conclusion of this study is no influence between the effectiveness of eperformance employee performance improvement Department of Public Works and Highways drainage Surabaya. Advice related to the results of the study are, 1) Track record of performance appraisal results should be used for consideration of promotion and transfer of employees, 2) there must be a serious punishment that accompanies the e-performance, because the punishment that exists today is an employee will not get the money if the performance do not reach the minimum points of the e-performance.
