Abstract

Usaha Kecil dan Menengah memiliki peranan yang cukup besar dalam mengatasi pengangguran dan kemiskinan, hal ini dibuktikan dengan jumlahnya yang mampu menyerap tenaga kerja lainnya. Salah satu industri Usaha Kecil Menengah yang menjanjikan adalah handycraft. Hal ini ditunjukkan dengan besarnya kontribusi handycraft terhadap ekspor UKM, yaitu sebesar (29,71%), selanjutnya garmen (23,20%), makanan dan minuman (18,84%). Salah satu kendala industri UKM saat ini adalah pada hal pemberdayaan. Oleh karena itu Dinas Perdagangan dan Perindustrian kota Surabaya melakukan upaya pemberdayaan terhadap Usaha Kecil dan Menengah (UKM). Sehingga tujuan dari penelitian ini adalah untuk mengetahui Kebijakan Disperindag dalam Pemberdayaan Usaha Kecil Menengah Kerajinan Tangan Handycraft di Kelurahan Wonorejo Kecamatan Tegalsari Kota Surabaya. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan tipe penelitian deskriptif. Penentuan informan menggunakan teknik purposive sampling dan dilanjutkan dengan snowball sampling. Penelitian ini mengambil lokasi di Kelurahan Wonorejo Kecamatan Tegalsari Surabaya dikarenakan terdapat kampung unggulan Kerajinan Tangan Handycraft, dan penelitian ini juga dilakukan di Dinas Perdagangan dan Perindustrian kota Surabaya. Pengumpulan data dilakukan melalui obeservasi, wawancara, pengumpulan data sekunder berupa dokumen-dokumen. Teknik analisa data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini adalah terdapat program-program kebijakan Disperindag dalam pemberdayaan usaha kecil menengah di Kelurahan Wonorejo Kecamatan Tegalsari kota Surabaya. seperti Fasilitas Pendampingan, Fasilitas Magang, Fasilitas Penyediaan Alat Produksi, Penyelenggaraan Promosi Dalam dan Luar Negeri, dan Pelatihan Pengembangan Usaha Kecil dan Menengah Translation: Small and Medium Enterprises has a significant role in addressing unemployment and poverty, this is evidenced by the amount of labor that is able to absorb more. One industry promising SMEs is handicraft. This is indicated by the large contribution to export handicraft SMEs, amounting to (29.71%), then the garment (23.20%), food and beverages (18.84%). One of the obstacles of SME industry today is in terms of empowerment. Therefore, the Department of Trade and Industry, the city of Surabaya did empowerment of the Small and Medium Enterprises (SMEs). So the purpose of this study was to determine the Industrial and Trade Policy in Small and Medium Enterprise Empowerment Crafts in the Village Handicraft Wonorejo Tegalsari District of Surabaya. The method used is a method of qualitative research with descriptive type. Determination of informants using purposive sampling and continued with snowball sampling. This study took place in the Village District of Tegalsari Surabaya Wonorejo because there are villages Handicraft Handicraft seed, and this study was also conducted in the Department of Trade and Industry, the city of Surabaya. Data collected through observation, interviews, secondary data collection in the form of documents. Data analysis technique used is data reduction, data presentation, and conclusion. The results of this study are contained programs Disperindag policy in empowering small and medium businesses in the Village Wonorejo Tegalsari District of the city of Surabaya. such as Assistance Facility, Facility Internship, Facilities Production Tool Supply, Implementation and Promotion of Foreign Affairs, and Training Small and Medium Enterprise Development
