Abstract

Today, in Indonesia, the issue of mental health requires the attention of various parties and is not one that is exclusive to health professionals. The 2009 Republic of Indonesia Health Minister Decree Number 406 charges Public Health Centers (PHC) with the task of providing primary health services in an effort to develop community mental health services. A 2011 Health Facilities Research (HFR) reveal only 8,5% of PHCs perform integrated mental health programs. There had been a prevalence of increases in mental health case referrals which occured in 43 Surabaya Municipality PHCs (69,35%) between 2011 and 2012. This increase in case referrals indicated that mental health services had not been integrated in PHCs. The research objective was to identify the methods which were being developed in PHCs to improve primary mental health services performance. This was an anlytical research with a cross-sectional framework. This research was conducted in Surabaya, East Java from October to December 2013. 31 Surabaya PHCs comprised the sample. A Spearman correlational test was utilized. The research found the awareness of 55% of personnel was inadequate. A majority of teams supported the implementation of community mental health services at PHCs inspite that they only emphasized out-patient and referral services. 52% of respondents deemed feedback by the Surabaya Municipality Health Service on community mental health services to be inadequate. Policies of the Surabaya Municipality Health Service on community mental health services was deemed adequate by 77,42% of respondents while 48,29% of respondent performances was found to be inadequate. Data analysis revealed that the policies of the Surabaya Municipality Health Services and the availability of resources and infrastructure have had significant correlations with performance. Whereas, awareness, attitude, feedback, workload, and training and development was found to have had no correlation with performance. The Surabaya Municipality Health Service is required to set policies that dictate mental health programs be implemented by PHCs and integrated with other programs such as mother, child, school, and elderly health and health socialization with emphasis on promotion and prevention. This policy represented a step toward the development of community mental health services programs.
